FBI VICTIM IDENTIFICATION REPORT Case: Jeffrey Edward Epstein — Sex Trafficking Investigation Field Office: Miami / Palm Beach Report Period: 2006-2008 SUMMARY OF VICTIM IDENTIFICATION EFFORTS: The Federal Bureau of Investigation, working in conjunction with the Palm Beach Police Department, identified over 30 individuals who were minors at the time they were sexually abused by Jeffrey Epstein at his Palm Beach residence and other locations. IDENTIFICATION METHODOLOGY: - Referrals from Palm Beach Police Department initial investigation - Interviews with identified victims who provided names of other potential victims - Analysis of phone records and contact lists seized pursuant to search warrants - Review of financial records showing payments to young women - Trash pulls and physical surveillance VICTIM DEMOGRAPHICS: - All identified victims were female - Ages at time of abuse ranged from approximately 14 to 17 years old - Many were recruited from local high schools in the Palm Beach County area - Several victims were themselves recruited to bring additional girls to Epstein RECRUITMENT PATTERN: The FBI investigation confirmed a pyramid-style recruitment scheme in which victims were offered $200-300 to recruit other girls. Initial contact often occurred through school acquaintances, with recruits told they would be providing "massage services." GEOGRAPHIC SCOPE: While the Palm Beach investigation identified over 30 victims in Florida, the FBI noted that similar patterns of conduct were reported in New York, New Mexico, the U.S. Virgin Islands, and abroad, suggesting the total number of victims was substantially higher.
