FBI PALM BEACH FIELD OFFICE — INVESTIGATION REFERRAL FBI Miami Division / Palm Beach Resident Agency Date: 2006 (referral and initiation of federal investigation) Following Palm Beach Police Chief Michael Reiter's decision to refer the Epstein case to the FBI after the Palm Beach County State Attorney pursued only a single misdemeanor charge, the FBI's Palm Beach Resident Agency opened a federal investigation. REFERRAL CONTEXT: - Palm Beach PD had identified over 30 victims - Detective Recarey compiled an extensive probable cause affidavit - The State Attorney presented only a single charge to the grand jury - Chief Reiter wrote to victim families explaining the department's frustration - The case was referred to the FBI and the U.S. Attorney's Office for SDFL FBI INVESTIGATION: - Expanded the victim identification to approximately 36 individuals - Conducted independent interviews with victims and witnesses - Gathered additional evidence through federal subpoenas - Coordinated with the Palm Beach PD's existing investigation file - Prepared a 53-page draft federal indictment that was never filed The FBI investigation produced the evidentiary foundation for what would have been a federal prosecution.
