PARQUET DE PARIS — JEFFREY EPSTEIN INQUIRY
AVENUE FOCH APARTMENT INVESTIGATION
2019
In August 2019, following the death of Jeffrey Edward Epstein at the Metropolitan Correctional Center in New York, the Paris prosecutor's office (Parquet de Paris) opened a preliminary investigation into Jeffrey Epstein's activities in France. The investigation focused on allegations of sexual abuse, rape, and sex trafficking that may have occurred at Epstein's apartment located at 22 Avenue Foch in the 16th arrondissement of Paris, one of the most exclusive addresses in the French capital.
INITIATION OF THE INVESTIGATION: The French investigation was initiated following a formal request by French authorities and reports from victims and witnesses who alleged that Epstein's criminal conduct extended to his Paris residence. French prosecutors opened the inquiry under articles of the French Penal Code relating to rape, sexual aggression, criminal association, and human trafficking. The investigation was conducted by the Office Central pour la Repression des Violences aux Personnes (OCRVP), the central unit responsible for investigating violent crimes against persons.
AVENUE FOCH PROPERTY: Jeffrey Epstein maintained an apartment at 22 Avenue Foch, Paris, which he acquired in the early 2000s. The property was described as a lavish residence consistent with Epstein's other properties in New York, Palm Beach, New Mexico, and the U.S. Virgin Islands. Investigators examined the property for evidence of sexual abuse and trafficking. Witnesses and victims provided testimony indicating that young women and girls were brought to the Paris apartment through recruitment networks similar to those operated by Epstein in the United States.
JEAN-LUC BRUNEL CONNECTION: The French investigation focused significantly on Jean-Luc Brunel, a French modeling agent and longtime associate of Jeffrey Epstein. Brunel, who founded the modeling agency MC2 Model Management with financial backing from Epstein, was alleged to have procured young women and underage girls for Epstein through his modeling industry connections. Brunel was named in multiple civil lawsuits filed by Epstein victims in the United States and was identified in flight logs as a frequent passenger on Epstein's private aircraft.
On December 16, 2020, Jean-Luc Brunel was arrested at Charles de Gaulle Airport in Paris while attempting to board a flight to Dakar, Senegal. He was charged by French authorities with rape of a minor, sexual harassment, and human trafficking. Brunel was held in pretrial detention at La Sante Prison in Paris. On February 19, 2022, Brunel was found dead in his prison cell in an apparent suicide by hanging, an event that drew comparisons to Epstein's own death in custody.
VICTIMS AND WITNESSES: French investigators issued public appeals for victims and witnesses to come forward with information about Epstein's activities in France. Several women provided testimony to French authorities, describing encounters at the Avenue Foch apartment and at other locations in France.
