RECRUITMENT OF UNDERAGE GIRLS: Figueroa testified that he became aware of a system in which young women were recruited to visit Jeffrey Epstein's Palm Beach residence. He described a referral network in which existing victims were encouraged to bring friends and acquaintances to the estate in exchange for cash payments. Figueroa stated that many of the individuals recruited through this network were high school students, some as young as fourteen or fifteen years old. He testified that the recruitment often took place at local shopping centers, schools, and through social connections in the Palm Beach community. PAYMENT STRUCTURE: Figueroa provided specific testimony about the financial incentives used to sustain the recruitment operation. He stated that girls who visited the estate were paid between two hundred and three hundred dollars per visit for what were described as massage sessions. Those who referred new girls received additional finder's fee payments. Figueroa testified that all payments were made in cash and that no formal records of these transactions were maintained. SCHEDULING AND LOGISTICS: Figueroa described how massage appointments were scheduled, often through phone calls coordinated by Epstein's assistants. He testified that the scheduling was systematic and that multiple girls might visit the property on the same day. Figueroa stated that transportation was sometimes arranged for the girls, particularly those who did not have their own vehicles. CORROBORATION WITH LAW ENFORCEMENT: Figueroa's deposition testimony was consistent with evidence gathered by the Palm Beach Police Department during its 2005-2006 investigation into Jeffrey Epstein.
