Edwards, on behalf of Jane Does 1 and 2, files this complaint seeking to enforce rights under the Crime Victims' Rights Act (CVRA).\n\nThe complaint alleges that the U.S. Attorney's Office for the Southern District of Florida violated the CVRA by:\n\n1. Failing to confer with victims before entering the NPA\n2. Actively concealing the NPA from victims\n3.
