MCC SURVEILLANCE CAMERA — FOOTAGE TIMELINE AND MISSING TAPES REPORT DOJ Inspector General Investigation This report documents the failure of surveillance camera systems at the Metropolitan Correctional Center (MCC) in Manhattan on the night of Jeffrey Epstein's death, August 9-10, 2019. KEY FINDINGS: - Two surveillance cameras positioned outside Epstein's cell (9 South) malfunctioned on the night in question - The camera footage was described as unusable due to technical failures - Additional cameras on the unit captured some hallway activity but not the cell door area - A camera from an adjacent area provided partial footage that was preserved - The BOP initially reported the footage was lost, then stated it had been preserved from some cameras TIMELINE OF CAMERA FAILURES: - Camera 1 (primary, facing cell door): No usable footage recovered - Camera 2 (secondary, hallway approach): No usable footage recovered - Other unit cameras: Partial footage available, reviewed by FBI INVESTIGATION CONTEXT: The missing footage became one of the most scrutinized aspects of Epstein's death. The DOJ IG investigation examined whether the camera failures were the result of equipment malfunction, human error, or deliberate interference. Two MCC correctional officers assigned to Epstein's unit, Tova Noel and Michael Thomas, were charged with falsifying records for failing to conduct required checks of Epstein's cell.
