The island is located near his existing property, Little St. James Island, in the waters between St. Thomas and St. Croix. DEVELOPMENT AND VIOLATIONS: Following the purchase, Epstein undertook extensive development on the island without obtaining required permits from the USVI government. Violations documented by territorial authorities included: - Unpermitted clearing of vegetation - Construction of roads and structures without environmental review - Damage to protected coastal areas - Violation of territorial building codes USVI AG ENFORCEMENT: The USVI Attorney General's office cited Epstein and his entities for environmental violations related to the unpermitted development.
