In 1998, Epstein was at the height of his social influence, maintaining close relationships with figures including Bill Clinton, Donald Trump, and numerous business leaders. His property on Little St. James Island in the U.S. Virgin Islands was undergoing major construction, including the installation of infrastructure that FBI agents would later investigate. Several victims have testified that their abuse began during this period, when they were recruited as teenagers in the Palm Beach area.
