BOP STAFFING REPORT — MCC NEW YORK STAFFING CRISIS: The Metropolitan Correctional Center in New York was experiencing critical staffing shortages at the time of Jeffrey Epstein's detention and death. KEY DATA: - Facility operating at approximately 40% of required staffing levels - Mandatory overtime of 60+ hours per week for many staff - Non-correctional staff (teachers, counselors) forced to serve as guards - Multiple unfilled positions across all departments - High turnover rate exacerbating shortages IMPACT ON OPERATIONS: - Inability to maintain required supervision protocols - Guards working double and triple shifts - Fatigue-related incidents increasing - Routine security procedures being skipped - Surveillance system maintenance deferred UNION COMPLAINTS: The American Federation of Government Employees (AFGE) had repeatedly warned about dangerous staffing levels at MCC and other BOP facilities.
