- Mandatory overtime of 60+ hours per week for many staff
- Non-correctional staff (teachers, counselors) forced to serve as guards
- Multiple unfilled positions across all departments
- High turnover rate exacerbating shortages
IMPACT ON OPERATIONS:
- Inability to maintain required supervision protocols
- Guards working double and triple shifts
- Fatigue-related incidents increasing
- Routine security procedures being skipped
- Surveillance system maintenance deferred
UNION COMPLAINTS:
The American Federation of Government Employees (AFGE) had repeatedly warned about dangerous staffing levels at MCC and other BOP facilities.
The staffing crisis was identified as a root cause of the failures that allowed Epstein's death to occur.
MCC was permanently closed in 2021.
