KEY FINDINGS:
SYSTEMIC FAILURES IN PROSECUTION
The Grand Jury found that the Palm Beach County State Attorney's Office failed to aggressively prosecute the case despite substantial evidence compiled by the Palm Beach Police Department. The evidence supported multiple felony counts, yet only a single misdemeanor was presented to the county grand jury.
FAILURES IN THE FEDERAL NON-PROSECUTION AGREEMENT
The federal non-prosecution agreement (NPA) negotiated by then-U.S. Attorney Alexander Acosta was found to be extraordinarily lenient. The NPA effectively shielded Epstein and unnamed co-conspirators from federal prosecution despite evidence of extensive criminal conduct.
FAILURE TO PROTECT VICTIMS
The Grand Jury found that victims were repeatedly failed by the systems designed to protect them. Victim notification requirements under the Crime Victims' Rights Act were not met, and victims were denied meaningful participation in the prosecution process.
WORK RELEASE PROGRAM ABUSES
